EDITOR: I am so disturbed by the failure of the Government to enforce the Occupational Safety Act, 2006. Many workers on construction sites work without the required protection for their health and life.
The Occupational Safety Act, 2006 "obliges employers to protect their workers and charges the employees to take responsibility of their safety while at work.
The Act is concerned with not only the work area but also its immediate environment". According to section 13 (1)a of the Occupational Safety and Health Act, it is the responsibility of an employer to take as far as reasonably practicable, all measures for the protection of his or her workers and the general public from the dangerous aspects of the employer’s undertaking at his or her own cost.
Section 19 (2) further states that it shall be the duty of an employer to ensure that personal protective equipment provided under sub-section (1) is used whenever it is required.
This Act is of relevancy during its implementation to guarantee the safety of all the workers to be involved in the project and even the surrounding community members of the respective communities.
If you check in the industries in and around Kampala, the workers are exposed to all kinds of pollution that affect their lives and also to dangerous equipment without protection.
Check on some of the industries producing drugs, paint, iron bars and all the construction sites in Kampala. The labour minister must take swift action to enforce the Act to ensure workers' safety as established by law. David Bizimana Kampala
