House appointees prefer Cabinet

NRM MPs whose names had previously been nominated on the appointments committee to vet presidential appointments, have all opted to take on the more lucrative ministerial positions, leaving the committee less by four members.

NRM MPs whose names had previously been nominated on the appointments committee to vet presidential appointments, have all opted to take on the more lucrative ministerial positions, leaving the committee less by four members.

NRM will have to re-submit new names to the appointments committee to fill the void left after all the four opted to resign from the committee.

They are Kibuku county MP Saleh Kamba (Bunyoro affairs), Kumi Woman MP Christine Amongin Aporu (Teso affairs), Lira district Woman MP Rebecca Otengo (Northern Uganda) and Jonam county MP Jachan Mandir Omach (Finance general duties).

The Speaker of Parliament, Rebecca Kadaga, yesterday said those who had been named minister would have to decline one of the postings.

This, however, does not mean that the work of vetting ministers cannot go on, as the quorum of the 20-member committee is half its number (10), according to the parliamentary rules of procedure.

“Now that they have been named ministers, they shall not sit on the committee because they cannot vet themselves.

"They can, therefore, reject the nomination as ministers and sit on the committee or they can forego their membership of the committee and be ministers,” she said.

Nominees for ministerial positions will be vetted for two days starting today.

The committee, comprising 20 members, from both the ruling and opposition side, is chaired by the Speaker of Parliament.

According to the procedure, once one is named a minister, he/she forfeits the committee’s membership.

The President, however, nominated Kamba, Aporu, Otengo and Omach for ministerial positions implying that they will have to resign from the committee.
