What exactly is 3G?

I have been trying to get the exact definition of the term 3G, many of the ISP’s in Uganda claim to provide 3G, but from what I have been reading, 3G from the International Telecommunications Union IMT-2000 specification; 3G is an internet connection with wireless capabilities and speed of at least 384kbps.
I ‘have’ 3G, but my internet speed measures about 0.25kbps on a good day so the difference in ratio is about 1536:1.
So my question is, is this the Ugandan definition of 3G or am I not seeing the whole picture? Which institution in Uganda has jurisdiction over these IT services so I can get more information?
