NAKASONGOLA district local government expects to spend sh11b in the 2011/2012 financial year, 95% which is going to be funded by the central government.

Only sh448m or 4%, will be generated locally, while 1% will come from donors.
Presenting the budget estimates to the district council on Friday, Esther Kalule, the secretary for finance, said the bulk of the money, about sh9b, would be used to pay wages and non-wage expenditures, and sh2b for capital development.

She said the priority areas of the budget would be health, water, sanitation, agriculture, environment and infrastructure.

The biggest single item of expenditure will be the construction of a sh300m theatre at Nabiswera Health Centre IV in Nabiswera sub-county. The same health unit will also receive a sh250m doctor’s house and sh53m will be used to buy theatre equipment.

Other capital projects will include construction of a sh30m valley tank in Nabiswera sub-county, renovation of two health center IVs, pit latrines and a medical staff house.

The council will also buy a sh4m solar system for Nakasongola Health Centre IV, honey settling tanks for farmer groups, water hyacinth control inputs and service a district vehicle loan.

James Wandera, the LC5 chairman, in a district state of affairs report presented the council meeting, noted that there was overdependence on remittances from the central government because the district revenue base had not been fully exploited.

Wandera said measures would be taken to curb tax evasion and to maximise revenue collection in the sub-counties.
