Jinja mayor rejects NRM nominees

Jinja mayor Muhammed Baswale Kezaala has slammed the appointment of his executive committee by the NRM leadership in the municipality, saying it is his right to do so.

Jinja mayor Muhammed Baswale Kezaala has slammed the appointment of his executive committee by the NRM leadership in the municipality, saying it is his right to do so.

Kezaala is the national chairman of the Democratic Party (DP). Jinja municipality NRM chairman Moses Kalangwa Kalisa wrote to Kezaala on June 7 suggesting the names of councillors to constitute the municipality executive.

“This is, therefore, to forward to you the names that were nominated by the party organ of Jinja municipality for your appointment to the executive committee.

Since the NRM has overwhelming majority in the council, the party considered it important to have an input in the appointment of its representatives,” read Kalisa’s letter.

According to the list, Tarsus Kibumba had been nominated for the post of deputy mayor, Bernard Twine as the secretary for works, Gladys Nyakajuya as finance secretary and Grace Apio as the secretary for production.

Responding to the letter, Kezaala noted that whereas it was in order for the NRM to propose names of councillors to serve on the executive, it was wrong for the party to ‘tag positions’ on the names.

“I have carefully examined your letter and come to a conclusion that what you call proposals are actually direct appointments of my executive committee,” read Kezaala’s letter of June.

Kezaala nominated Nyakajuya and Twine on the executive, who together with another NRM councillor, George Izaale (trade, tourism and security), were approved by the council.

Kezaala nominated Adinani Kawooya (DP) for the post of deputy mayor. Kawooya had earlier been rejected by the council over alleged incompetence and mismanagement of council affairs.

He was Kezaala’s deputy from 2009 to 2011 and once acted as mayor, when Kezaala was removed from office by former IGG Faith Mwondha.

Only Kawooya, of the 24 municipality councillors belongs to DP. NRM has 15, the Forum for Democratic Change has six, while two are independents.
