Let NFA recruitment be transparent

EDITOR: On Tuesday, New Vision published a story about how the environment minister, Maria Mutagamba had cancelled the recruitment of the executive director of the National Forest Authority.

The three candidates who were interviewed were Dr Arthur Mugisha, Robert Nabanyumya and Hudson Andrua. However, Mutagamba said she had declined to appoint any of them because "we have to review the whole exercise".

Asked why she had not appointed either Mugisha or Nabanyumya if the donors did not favour Andrua, Mutagamba said "security organs" had not cleared the duo. Were Mugisha and Nabanyumya on a list of wanted criminals? Why were they not first 'cleared' before they were interviewed?

However, what attracted my attention most was that Michael Mugisa, the former district chairperson of Kabarole, is being fronted by State House for the job, although he was neither shortlisted nor interviewed! I would support Mugisa’s appointment for the job with a lot of reservations.

How can Mugisa be fronted by State House to curb corruption in NFA when he himself would have been recruited through a corrupt process? I don’t think he is the man for the job!
