What does the National Development plan mean for Uganda?

On July 1, 2010, Uganda started the implementation of the National Development Plan (NDP) that replaced the Poverty Eradication Action Plan.

The NDP followed a series of countrywide consultations to ascertain key issues that influenced national priority areas that the Government will concentrate on for the next five years.

The plan will focus on changing the economic landscape from subsistence agriculture, dominated by land, labour and low productivity to an investment-driven industrial economy, characterised by capital, labour and infrastructure.

Furthermore, the Government will look at increasing household income, creating more jobs, improving the stock and quality of economic infrastructure, increasing access to better social services, promoting the use of science and technology, to mention a few.

It is the aspiration of the Government to make Uganda a middle income country by 2017.

This will involve doubling the per-capita income from the 2008/09 rate of $506 (sh1.2m) to about $900(sh2.2m) by 2014/15.

These will be realised under the theme “Growth, Employment and Socio-economic Transformation for Prosperity”.

A national vision is important in the shaping of the country’s road to prosperity. It shows the direction the country intends to take within a certain period.

Winston Churchill once said: “Empires of the future are empires of the mind”

The need for mindset preparation coupled with focus, self belief, self discipline, self determination, effective time management and readiness to move from one level to another are very vital values to the realisation of a vision.

As we focus on achieving what we have set as a people of Uganda, through our national vision, it becomes important to change our mindset, develop a culture of performance evaluation in all that we do, appreciate the value of effective time management in relation to development, develop a culture of transparency and accountability and exhibit patriotism.
