Investigate all former KCC property deals

ONLY weeks ago, Kampala Capital City Authority (KCCA) evicted former mayor Nasser Sebaggala from a house he had occupied illegally.

Today, the KCCA executive director, Jennifer Musisi, is fighting a major battle over the Mayor’s house, currently used by the coordinator of security agencies, Gen. David Tinyefuza.

While Tinyefuza insists he needs the house for national security, former Kampala City Council (KCC) councillors say they sold it to Pearline Investments, an events and property management company. However, Musisi says her office has no record of any payment made by Pearline Investments to KCC. She also says the land title is still with KCCA.

To-date, Pearline Investments has not openly pronounced itself on the purchase. In the middle of this mystery, it emerges that the problem could be much bigger. Between 2000 and 2010, KCC sold off 475 properties including houses, land and markets, without following the laid-out procedures. Many of the properties are said to have found their way back to KCC officials.

This is absurd. The new leadership in the city should investigate the manner in which these properties were given away. They should reclaim those that can be recovered. Where public officials are found to have broken the law, they should be prosecuted.

Both Musisi and Lord Mayor Erias Lukwago promised to clean up the city and citizens are waiting for results.
