Govt to raise civil servants, teachers pay

THE minimum pay for civil servants will be increased to sh360,000 from sh250,000 starting next financial year, according to a State House statement issued yesterday.

THE minimum pay for civil servants will be increased to sh360,000 from sh250,000 starting next financial year, according to a State House statement issued yesterday.

The next financial year commences on July 1, 2012.

“Following negotiations that have taken place recently and President Yoweri Museveni’s directive in 1996 in which he said the lowest paid public servant be paid at least 10% of the highest paid public servant’s salary, the President, who earns sh3.6m only, said the lowest paid civil servant (scale U8) will have his or her salary increased towards sh360,000 per month beginning next financial year,” the statement said.

The statement followed negotiations between the Government and Uganda National Teachers Union (UNATU).

It was agreed during the negotiations that given the tightness of the budget this financial year, the salaries will be increased beginning next financial year.

“In this respect, salary increases will take first call on the budget. More detailed work on the exact figures will be done between the Government and UNATU over the coming week,” the statement said.

The Government also agreed to capitalise the national teachers union credit scheme with sh5b this financial year.

It was also agreed that further capitalisation of the scheme would be undertaken by the Government in the subsequent years.

The Government agreed to pay secondary and tertiary science teachers their allowances with effect from next financial year.

The Government further agreed on the timely release of capitalisation grants.
It was also agreed that construction of teachers’ houses would begin in this financial year beginning with Northern and North-Eastern Uganda.

Public Service was also directed to implement outcomes of the negotiations with UNATU immediately on improving the teachers’ conditions of service.
