City taxi drivers to pay monthly fees

Taxi drivers may start paying all fees levied by transport operators on a monthly basis, if a proposal by the Kampala Capital City Authority (KCCA) is endorsed by the Government.

Taxi drivers may start paying all fees levied by transport operators on a monthly basis, if a proposal by the Kampala Capital City Authority (KCCA) is endorsed by the Government.

The proposal was discussed on Tuesday in a special council meeting at the Mayor’s Palour.

All taxi drivers currently pay a daily receipt fee of sh4,500, in addition to a monthly sticker fee of sh20,000, and unspecified welfare fees which were halted by the Government pending a committee report.

“All dues payable by the PSV operators should be assessed and collected on a monthly and not daily basis,” the Kampala Lord Mayor Erias Lukwago said.

The Authority also wants all stickers and receipts issued to passenger service vehicles (PSV) to be printed by KCCA to minimize fraud.

According to the proposed reforms, all revenue collected by the contractor is to be deposited on KCCA collection account, for which they will be paid a commission.

Uganda Taxi owners and Drivers Association (UTODA) is in charge of public transport in the city, but the status of its contract with KCCA has been disputed by Lukwago.

Among other proposals aimed at streamlining public transport in the city is a requirement that no contractor manages more than one Taxi Park.

An open bidding system will be used to source service providers, and companies limited by guarantee will be disqualified since they are not required by law to earn profit.

The Authority is also considering engaging the services of experts to conduct a three-month census of all vehicles operating in taxi parks, and the revenue collected.

KCCA also agreed to develop an ordinance to regulate the management and conduct of passenger transport in the city.

They also resolved to raise funds to renovate taxi parks and use a service provider to regularly maintain the facilities including public toilets.
