Police arrest Luuka LC5 impostor

THE Police in Luuka district are holding a 40-year-old man for allegedly impersonating the district chairman, Samuel Kakyada, and extorting sh5m.

The suspect identified as Isa Mutuma, the chairman of the district farmers’ forum, was arrested on Saturday in Kakyada’s office. He had allegedly directed one of the bidders to take the money to the office.

The Police said Mutuma allegedly telephoned the manager of Trans-Africana Drill Uganda, Jasper Mulwani, claiming he was the district chairman.

Mutuma allegedly asked for sh5m so that Mulwani could be given a contract for drilling boreholes in the district.

He reportedly threatened to ban the company from operating in Luuka if its management refused to give him the sh5m.

The district Police commander, Alan Twizijire, said Mulwani instead alerted the Police about the matter and a trap was laid to arrest Mutuma.

“When Mulwani, accompanied by police officers, reached the office, they rang the number on which the person had been communicating to them. The phone in Mutuma’s pocket rang and he was arrested,” Twizijire said.

He said Mutuma, who was taken to Nakabugu police post, would be charged with impersonation and threatening violence.

Mutuma alleged that he was taking the money to the district procurement officer, Brenda Namukuye.

However, Namukuye denied asking for money from bidders.

“I don’t ask for bribes, but I advise bidders on which procedures to follow while applying for tenders,” she said.
