Parliament wants the Government to restructure four of its misplaced programmes and institutions to rightful homes for efficiency and to minimise costs due duplication of roles.

SACCOS and the Uganda Investment Authority (UIA) are some of the listed misplaced programmes and institutions.

A report by the parliamentary budget committee, which was debated in the House on Friday, recommended that UIA and SACCOs, presently under the finance, ministry, should be transferred to the Ministry of Trade, Industry and Co-operatives.

The idea of savings and credit co-operative organisations (SACCOs) was mooted in 2006 for poverty alleviation, especially for the rural poor through saving and accessing credit.

The report read by the committee chairman, Tim Lwanga, also noted that the Uganda Development Corporation and the projects under it, currently under the Ministry of Finance, should be transferred to the Ministry of Trade. MPs said the Presidential Initiative on Banana Processing, under the Ministry of Finance, should be transferred to the Ministry of Agriculture, Animal Industry and Fisheries.
