Prisons get computerised management system

THE Uganda Prison Service has been connected to the Integrated Financial Management System to improve the security and integrity of its financial transactions.

According to the acting assistant commissioner in the technical department of the finance ministry, Stephen Ojambo, the system is used to run Government financial processes.

The system will assist Prisons to stock up information related to planning, budget execution, expenditure, recording, reporting and foreign accounts, Ojambo said.

“It is intended to help prison staff exercise financial management strategically to enable them improve service delivery,” he observed.

Ojambo said the system was transparent, adding that it would enable accurate financial reporting, record keeping and timely production of reports.

He noted that the system had a budgetary control mechanism, which would prevent accounting officers from committing beyond the available resources.

The system was established in 2004 and has been rolled out to 42 Government entities and eight local governments.

According to Ojambo, Uganda’s implementation of the project is said to be one of the most successful in East, West and Central Africa. Prisons will start using the system on October 1.

The commissioner general, Dr. Johnson Byabashaija, applauded the system, saying it would provide better service delivery.

Transforming from a manual system to oracle is a mile stone in the management of prison service, he said.

“A manual system is very susceptible to abuse,” Byabashaija observed.
