Kulayigye to head security at 64th CPC

COMMONWEALTH PARLIAMENTARY CONFERENCE

KAMPALA - The former army spokesperson, Brig. Felix Kulayigye, will head security and accreditation at the upcoming 64th Commonwealth Parliamentary Conference (CPC).

The conference will be hosted by Uganda's Parliament from September 22 to 29.

Kulayigye, who is one of the Uganda People's Defence Force (UPDF) representatives in Parliament, will chair the sub-committee on security and accreditation of the CPC delegates.

He will co-ordinate security before and during the conference, notifying the Inspector General of Police (IGP) Okoth Ochola about the conference and liaising with other security agencies.

Kulayigye will be in charge of providing intelligence on planned criminal acts to military police in the event of civil disobedience, as well as route security. He will also co-ordinate the accreditation of participants in the conference.

The CPC, which was last held in 2017 in Dakar Bangladesh, will attract over 500 parliamentarians across the globe to Uganda.

Who is Felix Kulayigye?

Brig. Felix Kulayigye is a Member of Parliament representing the Uganda People's Defence Force (UPDF).

Kulayigye was born in 1964 to Fredrick Semichacha and Regina Abagirinka in Gayaza village, in Masaka district. The family had migrated from Kisoro district, eventually settling in the present-day Bukomansimbi district.

He is the last-born in a family of nine siblings. His mother died soon after Kulayigye was born and he grew up in an orphanage in Rutshuru in Kisoro district.

He attended several primary schools, completing Primary Seven at St. Herman Nkoni Boys' Primary School in Masaka. He attended Kabalega Secondary School in Masindi for O-Level and Kololo High School for A-Level.

Later, he went to Makerere University, graduating with a Bachelor of Arts in Education, in 1989. He went for further studies pursuing a Master of Arts in Economic Policy and Planning.

He joined the army in 1989, after completing his first university degree. He spent some time in the Presidential Protection Unit, which today is part of the Special Forces Command in the UPDF.

He served in DR Congo and later in northern Uganda against the Lord's Resistance Army. While there, he served as a platoon commander.

Later, from 2005 to 2013, he served as the UPDF Spokesperson, Chief Political Commissar and was elected to serve as a Member of Parliament representing the UPDF in the 10th Parliament in 2016.
