Terms of Reference for the Development of a Comprehensive Communication Strategy for the Health Sector
The Ministry of Health is implementing the Health Sector Development Plan (HSDP) 2015/16 - 2019/20 that is aimed at achieving Uganda Vision 2040 of a healthy and productive population that contributes to socio-economic growth and national development. The goal of this Plan is to accelerate movement towards Universal Health Coverage with essential health and related services needed for promotion of a healthy and productive life. It is in the mandate of the Ministry of Health to ensure that all people in Uganda receive essential and good quality health services they need without suffering financial hardship, irrespective of one's social, cultural and economic status. The Ministry of Health can be able to realize the set aspirations in the within the HSDP if the health communication component is well coordinated. The HSDP set key objectives to be attained during the five (5) year period, which will be the basis for alignment of a comprehensive health communication plan.
