Finance minister woos French investors

Matia Kasaija, Uganda's finance minister, has urged French investors to choose Uganda as their investment destination to take advantage of the conducive environment put in place by the Government of Uganda for investors.

Inviting the French investors, he said Uganda has created a one-stop centre for investors at Uganda Investment Authority (UIA), where 12 government agencies are under one roof to enable potential investors get the necessary investment requirements and clearances in the shortest time possible.

The finance minister was at the France-Eastern Africa Business Council in the French capital Paris, chaired by the Movement of French Entrepreneurs chief executive officer, Philippe Gautier. The conference was organised to moblise and enhance French investments and trade partnerships with Uganda.

 

Kasaija's visit to France is a follow-up on the visit by President Yoweri Museveni to the western Europe nation in 2016 and a reciprocal visit by the French investment delegation in 2017, which resulted into some French companies investing in Uganda.

"Uganda's economy in the medium term is projected to grow by 7% and in the financial year 2017/2018, our economy grew by 6.1%. Our GDP is projected to grow to $30bn in the financial year 2019/2020 from $27.4bn of FY 2017/2018," said Kasaija, adding that headline inflation has always remained at a single digit position and is currently at 2.7%.

Kasaija called upon French investors to take up investment opportunities in Uganda, especially in the areas of agriculture, energy - particularly renewable energy -, tourism, pharmecuetical industry, oil and gas, as well as minerals.

"I would like to reiterate my president's desire of the need for investors in the production of industrial sugar, industrial starch and medical gauze," said Kasaija.

He said these investment opportunities are supported by a strong macroeconomic environment, availability of raw materials, good tax regime, and availability of labour force, liberalised economy and untapped regional markets in addition to improved supportive infrastructure such as roads, power and water supply.

 

Some of the French companies which have already invested in Uganda include; Total in the oil sector, Ballore in the logistics sector, Lafage in cement and Engie in solar energy.

Philippe Gautier, on behalf of the Movement of French Entrepreneurs, invited Uganda to participate in the Annual French Expo due in November 2019, to promote Uganda's tourism potential, trade and investment. He also pledged to continue mobilizing the French private sector to come and invest in Uganda.

Today's two games will be the first of the round of 18 of the premier league.

URA FC are fourth on the table and while a win today won't improve their ranking, it will move the tax collectors within one point of Mbarara City, who are currently third on 32 points.

But Mbarara will maintain the current four-point gulf with a win or even pull further away if URA fail to beat Maroons FC.

Meanwhile, Maroons, in 13th at the moment, will leapfrog SC Villa with a win margin of more than four goals. The two are currently level on points (15). Nyamityobora can climb out of the relegation zone with a huge win and at the same time if URA do them a favour of beating Maroons by a significantly huge margin.

Of the 2,031 UPDF personnel elevated in rank, 100 have been promoted to align with establishment appointments while 97 have been promoted due for retirement.

While 130 have been promoted for long reckonable record of service, as many as 1,082 have been elevated on recommendation by formations/units.

Part of this group include 49 personnel promoted after successfully completing Grade II staff course and 375 after passing promotional examinations. Twenty-seven have been promoted after completing probation while 171 have been elevated from other ranks to officer level.

In the latest promotions in the UPDF, the First Son, Muhoozi Kainerugaba, has been promoted to the rank of lieutenant general - up from major general.

Ivan Koreta and Joram Mugume, who have been lieutenant generals, have been promoted to generals.

The promotion of these three army officers is among that of 2,031 personnel that have been confirmed by President Yoweri Museveni, the commander-in-chief of the Uganda Peoples' Defence Forces (UPDF).

The promotions are to various ranks.

Finance minister, BOU officials before COSASE

Finance minister Matia Kasaija, while appearing before the Abdu Katuntu-chaired COSASE has admitted that "we have never had a deep study to investigate what is not going well in the financial sector".

So is there need for an independent board to monitor Bank of Uganda?

"As the minister of finance, when you see bank after bank close without a report, do you get concerned?" asks Katuntu, the MP of Bugweri County.

"That has been a challenge, I admit. I have never seen reports - even on Crane Bank. We shall demand Bank of Uganda to provide reports," responds Kasaija.

Arrested journalists: Police statement

The Police have provided more details on the recently arrested journalists, who have Friday been released on Police bond.

The statement by Police spokesperson Fred Enanga in full:

 

PRESS RELEASE

The Police have today, Friday, 8th February 2019, released on bond three suspects who turned out to be  journalists and a one Vivian Nakalika who were arrested yesterday, 7th February, 2019, on actionable intelligence surrounding the alleged purchase and sell of government drugs.   The three journalists included; Godfrey Badebye, Shafiq Kisame, Rashid Kisame, and Vivian Nakalika in whose home the alleged illegally acquired government drugs were recovered from.  The statement of Solomon Serwanja, a journalist working with NBS, who appeared today at CPS Kampala, has been recorded. He was thereafter, released on police bond.

We are aware of the important role the media plays in investigative reporting, debates, discussion, background and analysis, as well as new stories; not withstanding their journalistic duty to obey the ordinary criminal law, in the course of their duties, and we highly commend them for their tireless efforts in fighting corruption.

We would like to further acknowledge that Next Media in partnership with local correspondents from the BBC, while working on a tip, independently planned and carried out their operations surrounding the illegal sell of government drugs in selected government hospitals in Arua, Gulu and Kirudu.   It is clear that their motive was to show how easy it was to buy government drugs and its conduit.

We do encourage them to continue with their documentary programme and achieve their intended objective of exposing their targets, to help prevent such occurrences in future.

The police has created a task team which is building further on the available facts on file, to establish the culprits behind the alleged theft and sale of government drugs, in these government hospitals and will ensure all suspects that are criminally liable are brought to book.

We are also closely working with the office of the Directorate of Public Prosecution for legal guidance on as to whether the journalists mentioned above, in their quest for a story of essential importance to society could have breached any rules on the acquisition of government drugs and its safety considerations or not.

Fighting off epidemics

Meanwhile, the government is turning the screw on the fight against epidemics - and the hope is that by the year 2030, these will be no more.

But, according to health minister Dr. Jane Ruth Aceng, new innovations more commitment and more resources are needed. Recently, the Indian government and Global Funda organised a preparatory meeting for GlobalFund Replenishment for 2020 to 2022.

Aceng led a Ugandan delegation to this meeting and "spoke passionately about mobilising communities and young people to end the epidemics and achieve the Sustainable Development Goals (SDGs).

Arrested journalists: It's premature for us to speculate, says health ministry

Government security agencies are investigating a matter of drugs theft that involves journalists, says the health ministry's senior public relations officer, Emmanuel Ainebyoona.

"As the health ministry, it is premature for us to speculate on the matter until we get complete information on this case. However, we are shocked and concerned that there are still drug theft rackets operating in the country.

"As a ministry, we support any endeavor that is aimed at helping government to expose individuals involved in stealing government medicines and other commodities," he says in a communication seen by New Vision.

'Longest week of my life' - Sserwanja

Moments before reporting to Police, local journalist Solomon Sserwanja said he just gone through the "longest week of my entire life".

"I have been scared and worried since the arrest of my colleagues. That [Wednesday] night, my wife told me they had surrounded the house. I told her not to open until our lawyers came in the morning.

"I feel bad my wife was dragged into this. It is not fair. I am worried about her job and safety," he said.

JOURNALIST SOLOMON SSERWANJA REPORTS TO POLICE

Shortly after a group of journalists were released on Police bond, another journalist, Solomon Sserwanja of NBS TV, has made an appearance and reported to Police at the Central Police Station in Kampala.

His wife, Vivian Nakaliika, was among those that were released - after being in Police custody - alongside other journalists.

The journalists are said to have been investigating theft of government drugs.

At the Central Police Station, Sserwanja, wearing a white shirt - with sleeves folded -, was greeted by Robert Ssempala, the executive director of Uganda Human Rights Network for Journalists (UHRNJ), before he was led into the station as several fellow journalists scrambled to take shots of the scribe.

In a statement released on Thursday, Police said that after arresting and interrogating the journalists on Wednesday, "they [journalists] revealed that some of the drugs they had bought were hidden at Solomon Sserwanja's home in Mukono district".

Sserwanja was not at home at the time.

Fatal stabbing in Mayuge over love

New Vision's Betty Angatai in Mayuge:

The Police in Mayuge district are holding a 19-year-old woman for allegedly stabbing to death an 18-year-old woman over her husband.

The Mayuge district police commander, Rogers Kapere, identified the suspect as Joan Mukyala, a wife to Richard Munyarwanda, both residents of Buluuta village in Malongo sub-county.

The victim was named as Joweria Nangobi, who was a resident of the same village.

The incident happened Wednesday evening at Buluuta trading centre in Malongo sub-county. Kapere said Mukyala had reportedly accused Nangobi of having an affair with her husband, leading to the fatal assault.

Sam Basalirwa, the LC1 chairperson, said that Nangobi had gone to the trading centre when she was stabbed.

"They met at a shop. Mukyala pulled out a knife and stabbed the girl on the neck." The victim was rushed to Malongo Health Centre III, but she was already dead."

Following the incident, Mukyala apparently tried to run away but she was arrested and attacked by a mob, before she was rescued by Police and local leaders.

While at Police, she accused her husband for neglecting his family responsibilities.

"The man does not support me. He is just falling in love with other women in the village yet he is the one who made me drop out of school," said the mother of one.

Kapere said Mukyala has been charged with murder and will be produced in court.

Arrested journalists: What Government says

The Uganda Media Centre has just tweeted that their executive director and Government spokesperson Ofwono Opondo has made a clarification on the recently arrested journalists.

"State House's Health Monitoring Unit has confirmed that indeed NBS TV journalists had contacted them to collaborate on tracking service delivery and medicines although they hadn't concluded an MoU [memorandum of understanding] with them.

"Instead, the journalists went out to purchase Government drugs and were arrested. The Health Monitoring Unit isn't therefore part of their action."

Arrested journalists get Police bond

New Vision's Farooq Kasule:

Solomon Sserwanja had been expected to appear at the Police station to report to Police, but he did not.

But, apparently, he has been okayed to report on February 18, when the released journalists and his wife Vivian are to report back to Police.

On Thursday, Government spokesperson Ofwono Opondo said on a local TV show that he had spoken to Sserwanja twice in the day and that he is "alive and okay".

The journalists who were arrested on Wednesday in Kampala have been granted Police bond this morning. They have been ordered to appear at Central Police Station in Kampala on February 18.

 

The journalists said they were doing investigations on drug thefts in government hospitals.

The foreign correspondents, under their umbrella body organisation Foreign Correspondents' Association of Uganda (FCAU), had said their fellow journalists were doing an investigative story and had expressed concern over their arrest.

They are Godfrey Badebye, Kassim Mohamed, Rashid Kaweesa, and their driver Shafiq Kisame, all attached to BBC.

They were arrested Wednesday night together with Vivian Nakaliika, the wife of local journalist Solomon Sserwanja.

Arrested journalists 'were on duty'

Journalists who were held by the Police have said they were doing investigations on drug thefts in government hospitals.

The foreign correspondents, under their umbrella body organisation Foreign Correspondents' Association of Uganda (FCAU), have said the journalists were doing an investigative story and have expressed concern over the arrest of their colleagues; Godfrey Badebye, Kassim Mohamed, Rashid Kaweesa, and their driver Shafiq Kisame, all attached to BBC.

They say their members were arrested Wednesday night together with Vivian Nakaliika, the wife of local journalist Solomon Sserwanja.

In their statement, FCAU called for the immediate release of all the three journalists, Vivian Sserwanja, Kisame and the guarantee that Solomon Sserwanja is not being sought for arrest in relation to his work as a journalist.

The Police arrested four journalists, including a driver, allegedly for being in possession of classified drugs, contrary to section 27 (2) of the National Drugs Authority Cap. 206.

The Kampala Metropolitan Police Spokesperson, Patrick Onyango, told journalists at Kampala Central Police Station on Thursday that three of the five suspects were arrested on site in Makindye, including Badebye, Kisame, and Kaweesa.

  Panyimur-Wanseko ferry route temporarily closed


If you are a regular of the MV Albert Nile 1 ferry, which connects the districts of Pakwach (Panyimur) and Buliisa (Wanseko), you may want to pay closer attention to this.

The Uganda National Roads Authority (UNRA) is saying that the ferry route has been "temporarily closed". The reason is that there is an emergency breakdown of what it calls "key ferry components caused by rough weather".

Repairs on the ferry started on Thursday and the team hopes to have the services restored by Wednesday next week.

"The public is therefore advised to use the Pakwach-Kiryandongo-Biiso-Buliisa road as an alternative route or use the Paraa ferry (Pakwach to Buliisa)," says UNRA in a statement, apologising for any inconvenience caused and urging patience.

They met in a Manyatta.  Socialite and TV presenter Anita Fabiola, as part of her Tulambule Eastern Tour, visited the Karimajong homesteads for the experience.

It was a harsh noon. The sun was scorching like it was showing off.

Museveni meets investors

The discussion at State House lasted hours, and from the pertinent issues brought on the roundtable, the President plucked out three highlights.

One of these is on the cost of electricity for manufacturing, which is currently at 8 cents per unit. He says this willl brought down to 5 cents for big, medium and small enterprises.

Secondly, Museveni says there is need to make new and cost friendly means for cargo. This means that the biggest pusher will be the railway and water transport.

Then, the third highlight is that the government is taking steps to reduce cost of money (interest rates) and cost of internet "for our people in manufacturing, agriculture and some elements of services".

Improving Uganda's competitiveness in global economy

On Thursday, President Yoweri Museveni chaired the 6th round of the annual Presidential Investor's Roundtable (PIRT) at State House Entebbe.

Ugandans were represented by officials of government agencies and departments, international and local private sector representatives in the tourism, agriculture, minerals, oil and gas and transport sectors.

"Our overall aim of the Presidential Investor's Roundtable (PIRT) is to improve Uganda's competitiveness in the world economy. This is a very useful forum where we interface and get free consultancy that inject energy in an otherwise laid-back way of doing things," tweeted the President.

Deputy speaker attends US National Prayer Breakfast

Jacob Oulanyah, the Deputy Speaker of Uganda's Parliament, is the in US. And while there, the gentleman known for his love for the bow tie attended the US National Prayer Breakfast, presided over by the nation's chief executive, President Donald Trump.

 

The National Prayer Breakfast is an annual event held in Washington, DC, and is usually on the first Thursday in February. It is attended by over 3,000 guests, including international invitees from over 100 countries. Oulanyah was one of these guests.

You may want to know that the prayer breakfast is designed to be a forum for the political, social, and business elite to assemble and build relationships. And that since the inception of the National Prayer Breakfast, several US states and cities and other countries have established their own annual prayer breakfast events.

Uganda, too, holds a national prayer breakfast. That is usually in October.

Makerere saga: Museveni backs Nawangwe

Back to that story that is leading today's edition of the New Vision.

President Yoweri Museveni has voiced his backing of Makerere University administrations' efforts to restore discipline to Uganda's oldest institution of higher learning.  "Nawangwe is an engineer, a professor of technology and wants to restore discipline to this institution. People want to continue with buyayeism. Imagine a professor who strips naked and is cheered on. He was apparently referring to Dr Stella Nyanzi. Makerere is a centre of learning, not stupidity. I am fi rmly behind him," the President said, referring to a move by Makerere University vice-chancellor Prof. Barnabas Nawangwe to suspend over 40 lecturers in December last year.

 

Museveni was responding to questions from journalists about the confl ict between Makerere University administration and staff shortly after he launched the sixth phase of the Presidential Investors' Round Table at State House Entebbe on Thursday.

The conflict between the university administration and its academic and administrative staff follows the suspension of various lecturers including two top leaders of Makerere University Academic Staff Association (MUASA) and Makerere Administrative Staff Association (MASA). The administration argues that they were suspended for misconduct, indiscipline and involvement in acts that breach the terms and conditions of their employment.

The strike that has been on for close to three weeks has paralysed business at some of the university colleges and departments.

The paint, the first in Uganda, kills mosquitoes instantly upon contact. It has a life span of three years, but its effectiveness can also be affected by harsh weather conditions and dirt.
