Energy for Rural Transformation Phase Three – ERT III (Uganda)

BACKGROUND

The Rural Electrification Agency (REA) is a Government institution formed in 2001 to facilitate the provision of electricity to rural areas in an equitable and sustainable manner. REA was established as a result of the Energy Sector Reforms which led to the enactment of the new Electricity Act, 1999.

REA was established as semi-autonomous agency to operationalize Government’s rural electrification function. It is mandated to implement the electrification programme and is currently rolling out the newly approved Electricity Connections Policy that aims at increasing electricity connectivity in Uganda with a population of over 85% in rural areas.

The Government has invested a considerable amount of funds through REA to construct over 15,000 km of Medium Voltage and Low Voltage projects as well as implementation of last mile connections. The Government continues to invest in electrification so as to achieve increased access rates which stand at 20% countrywide and 10% in rural areas on all forms of energy. The Government through REA is embarking on the implementation of the Electricity Connections Policy to increase access from 20% to 60% by 2027. In line with huge investment in financing, it has become necessary to put in place a department which will oversee monitoring and evaluation of the different investments and ensure that value for the funds is achieved.
