Assignment Title: Consultancy Services for Independent Verification Agent for 87,ODO (ERT-3 87K) connections

The Government of Uganda (GoU) has received funding from the World Bank towards the implementation of the Energy for Rural Transformation (ERT) Project Phase Ill, and intends to apply part of the proceeds towards consultancy services for verification of electricity connections. 

The consulting services ("the Services") for the assignment will go towards implementing connections under the new Electricity Connections Policy (ECP) and will be implemented on an Output- Based Financing (OBF) approach which Government continues to implement through the Rural Electrification Agency (REA). 

REA wishes to procure the services of a competent and reputable company which will be contracted as an Independent Verification Agent (IVA) to verify the delivery of outputs against which a subsidy will be disbursed for a period of 24 months.

The scope of consultancy services: The IVA will verify baseline data and subsequent results data for project results monitoring, as set out in the ECP Implementation Manual. 

The IVA will be required to complete a desk-based verification of all eligible connections installed by each LDC in all regions of Uganda under the project, and to physically inspect and verify 10% of the connections in each batch. It is estimated that 87,000 connections will be completed by the LOCs. The IVA will be provided with a list of connections and requested to perform the verifications of these connections. 

The LOCs shall provide detailed information to REA about the connections that they have installed. This information shall be entered into the connections database and cross-checked against earlier information on connections verified before disbursement of the output based subsidy can be done. The IVA will verify LDC claims and report to REA who will confirm the IVA findings with the database before a recommendation for subsidy disbursement is made.
