Wakiso youth clash over lack of accountability

They threatened to have their chairman Andrew Kiryowa impeached if he fails to give proper accountability

Wakiso district youth executive members have petitioned the district deputy chief administrative officer, Wasswa Masokoyi, over failure of their chairman Andrew Kiryowa to avail proper accountability of their funds.

The executive members led by their general secretary Dennis Mpyangu, surrounded Masokoyi outside his office demanding his intervention into the matter.

Mpyangu informed the CAO that they got sh22m from the government but to their dismay, Kiryowa only accounted for sh8m.

According to Mpyangu, this has happened for the last two consecutive financial years and they now demand an explanation from Kiryowa.

He further threatened to have Kiryowa impeached if he fails to give proper accountability.


Masokoyi promised to talk to the district community development officer, John Kyejjusa, saying that he is directly responsible for the fund.

When contacted over the matter, Kyejjusa declined to reveal how the money is spent and he forwarded the matter to Kiryowa.

“The youth have got their chairman who I expect to be with all the information regarding the accountability of their money, so you go and talk to Kiryowa,”said Kyejjusa.

In his defense, Kiryowa attributed the unrest among the youth to his political opponents.

He however denied that he accounted for only sh8m, arguing that he normally budgets for sh20m, and challenged the general secretary to check the minutes.

According to Mpyangu this does not get Kiryowa off the hook because the sh22m is not accounted for.

Recently, a group of youth leaders from sub counties in Wakiso district stormed the youth office at the district headquarters demanding for Kiryowa’s resignation.

This prompted Kiryowa and the youth district councillor, Hassan Ssembalirwa, to call Police to remove the youth.

Ssembalirwa advised the group to always follow the right procedures if they have any grievances.

“They cannot just take over the office like that without the chairman’s knowledge. They should have written to the chairman officially requesting to meet him over their grievances instead of storming the office,” said Ssembalirwa.

Police from Wakiso division headquarters surrounded the office last Friday and arrested three youth leaders; Angel Namatovu, Edward Ssempebwa and Kudratirah Bwogi.

They were detained at Wakiso Police division headquarters and charged of inciting violence under case file SD/40/27/08/2018.
