RE: HIGH COURT SUSPENSION OF THE SOROTI UNIVERSITY SECRETARY: CLARIFICATION

I came across a newspaper article in the ‘Saturday Vision' of 23rd June 2018 at page 7, with the heading, ‘High Court Stops Suspension of Soroti University Secretary'. The said article was spot-on as regards the events preceding the interdiction of the University Secretary and Court findings following her application for judicial review of the decision to interdict her.

However, I wish to clarify on the role played by the Chairperson, Soroti University Council in the process leading to interdiction of the said employee. My clarification is as follows; On 27th January 2018, I received a phone call from Mr. Anatoli Byaruhanga, the Head of Soroti Regional Inspectorate Office, informing me of the IGG's order dated 23rd January 2018 that Ms. Ruth Achimo be interdicted as a matter of urgency.

He explained that the IGG had decided to issue an order of immediate interdiction against the University Secretary in order to forestall any attempt by her to destroy evidence against her and to deny her a platform to intimidate potential witnesses. He concluded by saying that a letter to that effect would be delivered to me in due course. I declined to act on a verbal or informal instruction.

I took no action at all. A scanned e-mail copy was sent to me but I again declined to take any action detrimental to the rights of the University Secretary. I insisted that a hard copy of the ORDER carrying IGG's seal be delivered to me first. In the meantime, on 30th January 2018, I wrote to the IGG, for attention of the Deputy IGG, Mrs F. Mariam Wangadya who had issued the order, drawing her attention to my concerns that there was no prima facie case made out against the University Secretary prior to issuance of interdiction order and that the principles of natural justice would be subverted if her ORDER was executed. My letter read as follows:
