Bugiri bans sale of alcohol during morning hours

Emusugutu said majority of the people who drink resort to theft during late nights because they lack money to buy alcohol the following day.

Kapanga sub county local council has passed a by-law banning drinking alcohol during morning hours.

The LC 3 chairman,Kapanga subcounty Bugiri district,Francis Emusugutu during a council session held at the sub county headquarters said majority of people in the area start drinking from as early as 7 am in the morning till late in the night making it hard for them to work.

Emusugutu said majority of the people who drink resort to theft during late nights because they lack money to buy alcohol the following day.

He said drinking will start at 5 p.m and end at 8 p.m to enable revelers have ample time for sleep and  prepare for the following day.

Emusugutu said anyone who violates the by law risks being arrested and charged before courts of law.

However locals are opposed to the by law saying it's a violation of their rights.

According to one of the locals, Fred Mugoya a resident of Namayemba town council said authorities should close down bars instead of targeting people who will be using their own money to have fun.

Mugoya promised to mobilize people to reject any local councilor and LC 3 chairman who participated in the council session to pass the by law.

Mande Mukova a resident of Bukonde village accused sub county leaders of failing to discuss important issues and instead resorted to passing by laws that are meant to oppress the local people."We have many problems like poor roads and schools and they are here discussing about alcohol "he said
