Gov't asked to empower locals on social accountability

Communities were asked to always express their demands to local leaders who forward to the planing committees

Government has been asked to empower locals on social accountability mechanisms so as to promote community participation towards achieving development in the country.

Salina Namusobya the executive director Initiative for Social and Economic Rights (ISER) cited the information gap between local government and communities as the biggest challenge in Uganda.

Presenting research at the 4th annual national conference on economic, social and cultural rights under THEME: ‘Local Government and Service Delivery in Uganda: Achievements, Challenges and Way Forward', Namusobya said communities are not engaged in the planning processes.

She called for community engagement through grass root consultations and availing information to the public concerning development of their areas.

"Many local governments make their own decisions thinking its right for their communities. This is wrong" said Namusobya.

At the same conference held at Makerere University Hall, Richard Rwabuhinga the Kabarole district LC5 chairman assured participants that they use a bottom-up approach in the district.

Rwabuhinga who advised other districts to emulate the approach said communities need feedback.

Sekidde Mugalu a member of the Health Management Unit asked communities to always express their demands to local leaders who forward them to planning committees.

"We always plan according to people's demands" said Mugalu.

The conference was graced by Chief Administrative Officers, LC5 chairpersons, district councillors, districts planers, civil societies and the general public.
