He only wants one child

My husband only wants one child. Before we got married, I told him I wanted three children and he said he wanted two. Last year, after our daughter turned four years, I brought up the topic of having another baby, but he said no. He claims that the economic times are hard and that he cannot afford to have another child, and that he is a modern man, so just one is good enough for him. We both have good jobs and earn reasonably well. We each contribute 70% of our earnings to a joint account to cater for family needs, and I feel that if we had another child, we would be able to take care for the baby very well. Of late, he has refused to be intimate, saying he does not want to be tricked into having another child. The issue is putting a strain on our marriage. What can I do?
