CSOs want to inspect detention facilities

KAMPALA - The African Centre for Treatment and Rehabilitation of Torture Victims (ACTV Uganda) wants the anti-torture law revised to allow Civil Society Organisations to inspect detention facilities.

This comes at a time when 13 suspects linked to the murder of AIGP Andrew Felix Kaweesi asked court to be transferred from Nalufenya special investigation centre to Luzira prison because they claimed they were subjected to torture at the Jinja-based police facility.

Samuel Nsubuga, the executive officer of ACTV Uganda, says that the law allows only Uganda human rights commission to inspect the facilities yet they cannot do the job frequently to guarantee protection of human rights.

He adds that all players should be allowed to monitor the centres to minimise torture.
