Where was ICC when Libya was attacked? Rwabwogo asks

Businessman Odrek Rwabwogo has blamed the International Criminal Court (ICC) for failing to bring to justice the countries and individuals that were behind the attack of Libya that later led to its collapse.

Rwabwogo who also doubles as the NRM ideology trainer, said there hasn't been follow up by ICC.

Speaking to journalists on the sidelines of the Lubaga leaders NRM ideology orientation meeting in Bugolobi on Saturday, he said ICC has failed to perform its mandate of justice but instead focused on African leaders and little European countries.

"Its mandate is to end impunity and establish the rule of law all over the world but has concentrated on Africans only and less important European countries. Have the attackers of the Middle East countries been brought   to justice," Rwabwogo wondered.

His remarks follow the recent withdrawal from the ICC by South Africa.

It withdrew from the court following the dispute last year over a visit by Sudan President Omar Bashir. South Africa becomes the second country this week to pull out, after Burundi filed to leave on Tuesday.

South Africa argued that a commitment to the peaceful resolution of conflict through dialogue involves hosting foreign leaders on its soil - including, at times, ones who have run afoul of ICC.

"When cases are brought to African Union, they can be handled with the same voice in a local way" Rwabogo said.

He however, said, African bodies should make sure that they have the capacity to handle these cases.
