Lyantonde DPC on the spot for releasing NRM registrar at night

The DPC says he released the registrar following clear rules and regulations as a senior police officer in the district.

Lyantonde - Rogers Kapere, the Lyantonde District Police Commander, has been put on the spot for releasing Robert Ssesanga, the NRM registrar at night under unclear circumstances.

Sulaiman Tiguragara Matojo, Lyantonde Resident District Commissioner, who is also the head of security in the district, confirmed that they are to summon Kapere for disciplinary action.

He said Kapere is blamed for having released Ssesanga at 8pm contrary to what the District Security Committee (DSC) had decided.

Ssesanga is accused of stealing more than 38 million shillings which was meant for NRM Councilors' facilitation ahead of the Local council elections. 

The incident happened on February 17 when he disappeared leaving the councilors stranded.

It is said that he (Ssesanga) fled from the district for several weeks until he was arrested in Kampala last week and returned to Lyantonde police station where he was detained.

But prior to his arrest, the DSC held a meeting and agreed on certain grounds concerning the matter.

The DSC meeting chaired by Matojo had resolved not to rush to give the accused bond until a joint meeting with top NRM officials and the aggrieved parties to decide on the way forward.

The DSC is comprised of RDC, DPC, LC5 Chairperson, Crime Intelligence Officer, District CID, DISO, OC Prisons, CAO and others accordingly.

However, after Ssesanga's arrested DPC Kapere ordered his release on Sunday night around 8pm contrary to what had been decided by the security committee.

RDC Matojo told New Vision that when they reached police the following day Ssesanga was missing.

Matojo explained that Ssesanga's release sparked off a protest whereby a group of more than 40 aggrieved councilors and party supporters stormed police demanding for an explanation why he was freed.

 "Kapere has to be disciplined for defying the DSC orders. We can't work with disobedient officers in matters of security." He said.

However, DPC Kapere said he released Ssesanga following clear rules and regulations as a senior police officer in the district.

He explained that he is the technical and legal advisor on the DSC and can respond to any emergency without consulting any one on the DSC.

"The RDC and District Chairperson are just ceremonial. Therefore they do not understand the gist of legal and technical issues of District Security." He said.

Kapere further added that the most technical people pertaining matters of security are DPC, Crime Intelligence Officer, CID and DISO. He further said that he has not been summoned yet to explain himself before the DSC.
