Principal Judge Bamwine swears in public service commissioners

Principal Judge Dr. Yorokamu Bamwine has urged newly appointed members of the Public Service Commission (PSC) to work relentlessly so as to ensure that strong public institutions are built.

Principal Judge Dr. Yorokamu Bamwine has urged newly appointed members of the Public Service Commission (PSC) to work relentlessly so as to ensure that strong public institutions are built.
He reminded them that the oaths they had just taken were a contract between them and the state and; that they should perform their task most diligently.
“You have taken over at a time when there is sharp decline in ethical standards in civil service with get-rich mentality, corruption and high unemployment among the youths. However, the oaths you have taken today are a commitment to perform a task without fear or favour, affection or ill-will,” Bamwine urged the members.

Retired Justice Ralph Ochan was appointed chairperson of the Commission.
Hilda Musubira (Ms) was appointed deputy chairperson.
The other members are Francis Oryang Lagony, Hajjat Jamilalah Kamulegeya, Dr Laban Kirya, Johnson Bitarabeho, Benigna Mukiibi (Mrs) and Ida Kagoya Tarinyeba.
“If you encounter the issues of addressing declining ethical standards, lack of integrity or fighting impunity in public service, get strength from the oath you have taken and do the best you can.
Enforcing discipline such as time-keeping, absenteeism and corruption, be firm. It may at times call for some measure of radical approach, some measure of departing from the old way of doing things, let’s do it for the sake of building strong institutions,” Bamwine urged.

The 9-member commission is constitutionally mandated to remain in power for a term of five years.
However, the position of the ninth member is yet to be filled, according to the Judiciary’s Assistant PRO, Araali Kagoro Muhiirwa.
First Deputy Prime Minister, Henry Muganwa Kajura and Court of Appeal Justice, Geoffrey Kiryabwire were among the outstanding dignitaries who attended the occasion.
Kajura remarked that without a functional and vibrant PSC, the Government would not be able to effectively implement its programmes.
“So, ensure that the government has the right people in the right positions at the right time; in that it is provided with competent human resources for effective and efficient service delivery,” Kajura urged.
