Kayihura due to face MPs over budget

The Police chief is due to appear before a parliamentary committee to explain why the police want their budget increased by sh80 billion.

KAMPALA - The Inspector General of Police (IGP), Gen Kale Kayihura, is expected to appear before the defence and internal affairs committee of parliament to explain why the police want their budget increased from sh315b to sh395b  in the next financial year 2014/2015.

He is also expected to explain why the Police planned to manage 25 public order incidents at a cost of sh36b this financial year, but only managed four incidents at a cost of sh10.2b. 

Lawmakers in their Monday meeting noted that at the time of considering its 2013/14 budget, the Police told them that it was intending to purchase three twin-engine helicopters at a cost of sh22.4bn, which have never been procured to date.

They turned away the internal affairs minister, Gen Aronda Nyakairima and the deputy IGP Okoth Ochola, saying that by trying to handle the Police’s budget framework paper without Kayihura’s input, it would not do justice to the Police considering that the minister is just a political figurehead.
