All sports associations to be re-registered

All national sports federations and associations in the country, including the Uganda Olympic Committee have been asked to re-register with National Council of Sports as the government takes steps to ensure that they are all compliant with the new sports regulations.

All national sports federations and associations in the country, including the Uganda Olympic Committee have been asked to re-register with National Council of Sports as the government takes steps to ensure that they are all compliant with the new sports regulations.

 The announcement was made by education and sports minister Jessica Alupo at Namboole stadium as she handed over the new statutory instrument No 38 National Council of Sports regulations 2014- that came into effect on April 4, 2014.

“All defacto associations shall be required to convene assemblies and register as body corporate as per the law. The new move requires all federations to have a national appeal before the registration as a way of bringing an end to  brief case federations or federations made up of family members,” said Alupo.

Alupo noted that also the national soccer federation must be able to follow the new regulations by becoming a body corporate not as a company but as trustees, as they are allowed to do business on behalf of the organisation in the Uganda laws.

“This is a way of helping them improve on their management style and the same goes to all other sports federations that were centred in Kampala and calling themselves national federations.

“It is only the duly incorporated associations that shall apply to NCS for registration. We shall only register one association that satisfy the requirements and we shall also inform the international bodies of what we are doing,” explained Alupo.

State sports minister Charles Bakkabulindi said the time for war is over and we now have to work towards the improvement of sports.

“We have had enough battles and I think it is time that we concentrated on seeing that we develop sports in the country. Let us start from the new chapter and now support all to the improvement of sports,” said Bakkabulindi.

Uganda Super League’s Fred Muwema had suggested to the ministry that a new committee should be put in place to see that the regulations are put in place, but Alupo said NCS  has enough manpower to oversee this and they will be helped by ministry officials.

“We should not be scared of what will come out from the international body. The regulations will in fact help them as we will be nurturing associations that will be complaint with the laws of the country, hence help in the development of sports,” said Alupo.

The meeting was attended by among others members of the Ministry of Educations and Sports, the justice ministry, National Council of Sports and sports federation leaders.

Less than 10 of the 52 sports federations have a national appeal with delegates across the country with fully fledged constitutions and paid up members.
