Second 5-year national development plan in offing

Uganda is in the process of preparing the second five year national development plan (NDP), the prime minister, Amama Mbabazi, has said.

Uganda is in the process of preparing the second five year national development plan (NDP), the prime minister, Amama Mbabazi, has said.


“We shall use our experience in the implementation of the first NDP, learn on our proven strengths and move ahead full steam in the implementation of the second NDP, “he said.

Mbabazi was speaking at the launch of the national development policy forum on Thursday at the Kampala Serena Hotel.

The objectives of the forum is to act as a platform for constructive policy debates that should lead to a better understanding of Uganda’s development issues and enable stakeholders to identify economic and social issues critical to the realisation of the medium term national development plans and the vision 2040.

The premier said the launch of the forum will enable the country to look back and ahead, analyse the issues that stand in the way of implementing the national development plan, discuss the issues and propose a way forward to the best way to deal with the identified issues.

Kisamba Mugerwa, the National Planning Authority (NPA) board chairman said the quarterly forum will consist of scheduled presentation of selected papers and policy debates.

He said to ensure the comprehensiveness, relevance of  the issues that will be presented at the forum debates, NPA will liaise with the relevant line institutions to identify issues for the policy debates of the forum, review the papers for quality assurance, and present the emerging issues to the relevant policy makers for implementation.
