National Water, Entebbe Municipality scoop procurement award

National Water and Sewerage Corporation (NWSC) and Entebbe Municipal Council have been recognized as the most efficient Public Procuring and Disposing Entities (PDEs) of the 2013/2014 financial year.

The two entities were presented with the awards by the third deputy Prime Minister Moses Ali at the end of the 10th Public Procurement Performance Review Workshop held in Kampala on Tuesday organised by the Public Procurement & Disposal of Public Assets Authority (PPDA)

 NWSC also emerged as the best central government entity the PPDA Awards gala held in 2012, and more recently, took home another accolade at the East African Procurement Forum in Nairobi.

So why does the water body keep on shining? Alfred Okidi, NWSC’s deputy managing director for finance and corporate strategy explained.

“We plan well, and we also implement what we plan according to the law. We have a very dedicated team in the procurement unit; we also train the contracts committee, they know what they are supposed to do. These cumulatively make us go a mile or two ahead of the rest,” said Okidi

He also said the amendments to the PPDA act have helped the corporation improve its procurement and disposal function.

 “The new PPDA act has introduced amendments which are very helpful. The time that it takes to conclude a procurement is shorter. Some decisions are now arrived at in a shorter time, direct procurements used take 30 days, now that takes us only two days. And it has also eased the burden on the small contractors and suppliers because the documentation required from them is now fewer.”

PPDA Executive Director, Cornelia Sabiiti hailed the two entities for their efficiency and urged other PDEs to emulate them.
