To address the high levels of unemployment in the region, Uganda and Kenya are jointly planning for labour intensive technologies in road construction, especially for district and community access roads.
This labour intensive technology involves engaging local communities including men, women and the youth in road construction using local tools like hoes.
This, they hope, will improve household incomes than using of mechanised technology. Eng. Stephen Kitonsa, the assistant commissioner district and community roads, in the works ministry said when there is proper supervision for labourbased technology in road construction, it has been proven to be efficient, on top of offering jobs to local
communities.

He said this during the closure of a three-week trainers’ course for Kenya roads staff at the works and transport ministry
headquarters in Entebbe last week.
