Gov't promises public servants pay rise by 2013

The working conditions of public servants will be better by September next year, minister for public service Henry Kajura has said.

But he was quick to point realistic outcomes of the development.

“It will be pointless for me to say that salaries are increased by 100% and yet there is no money,” he said.

“I will ask the workers to be patient and look at this matter in a realistic way and consider the situation.”

Kajura told representatives of workers unions at the ministry of public service to always have work ethics.

He said the government is finding it a challenge to give what it is supposed to give to the public servants due to harsh economic times.

The minister made the comments at the inauguration of the National Negotiating and Consultative Council at the ministry headquarters in Wandegeya on Tuesday.

The council is mandated under the Ministry of Public Service Act to handle matters between the public service and the labour unions and also act as a forum for negotiation. It comprises of representatives from most of the labour unions in the country.

The council has come at a time of protests by particularly teachers and doctors over poor payments and working conditions.

Kajura said National Negotiation and Consultative Council will be instrumental in promoting cooperation and better understanding between the government as an employer and public service labour unions.

“This is an important milestone to facilitate consultations, dialogue and negotiations between the government and labour unions,” he told the press.

He said the government recognizes the importance of social partnerships and social dialogue in the management of public affairs.

His call to the public service is to strive to induce good labour relations, ensure industrial peace and avoid labour unrest like strikes and demonstrations.
