TRAINING OF SECONDARY SCHOOL COMMITTEES FOR PROCUREMENT, CONTRACTS AND CONSTRUCTION

MANAGEMENT FOR PHASE III SCHOOLS

1.0 Introduction

1.1 The Government of the Republic of Uganda received financing in the amount of US$ 150 million equivalent from the World Bank towards the cost of Uganda Post Primary Education and Training (UPPET) Program and is applying part of the proceeds to payments for goods, works, related services and consulting services procured under this project.

1.2 Implementation of the project involves construction of physical facilities for 759 USE schools in three phases. The facilities being provided include; classrooms, libraries, multi-purpose science rooms, teachers’ houses, and sanitation and hygiene facilities. A total of 659 schools are benefiting under Phases I & II and works are on-going at various levels and 100 schools are to benefit under phase III.

1.3 Before commencement of the planned construction activities, the Ministry shall conduct in-service training sessions for invited participants from each school to familiarise them with basic operational knowledge and skills in areas of Public Procurement Management, Public Financial Management, Supervision and Management of Civil works Contracts, and Safe Environmental Practices. This training has already taken place for a total of 4,613 participants for all 659 schools in phases I and II, where each school had 7 participants. The same is being arranged for 100 schools in phase III scheduled to take place during the forthcoming 2nd term holiday of this academic year 2012.

2.0 Prior conditions for construction works.

All targeted schools must have in place functional:

• Boards of Governors (BoG);

• Parents Teachers Associations (PTA);

• A duly appointed qualified Bursar; and,

• Separate committees for Construction Management, Procurement and Contracts.
