Two tries by Gerald Sewankambo, and another by Adnan Mutebi and a penalty by Jasper Ocheng saw Uganda coast to victory over Kenya in their opening game of the tournament that has attracted eight nations.
Flyhalf Ocheng opened the score with a penalty before Sewankambo added a try to give Uganda an 8-0 lead and keeping off the pressure.
Mutebi later got onto the score sheet with a try and Sewankambo added his second to seal the score.
By Press time the North African derby between Tunisia and Morocco was going on while Namibia got a bye after Zambia failed to turn up.
