Why budget for street lights when there is no power?

EDITOR: On November 16 it was reported that Hoima Municipality had approved sh17b as the 2010/2011 budget. The report went on to state that this budget was meant to cater for infrastructure and street lights, among other things.

My question to the municipality is, why are they budgeting for the street lights when there is no power in Hoima? I would think that it is more sensible to first ensure power stability in the municipality before thinking of street lights.

What excuse do the municipality gurus give when the town goes without lights for days on end? I am very disappointed in the entire municipal officials in Bunyoro. Hoima is always in total darkness and no one has ever come up to address the issue.

People's businesses are adversely affected by the frequency of loadshedding and yet the power bills keep coming every month! Hoima has great potential as a district only if the leaders get exposure.

I strongly recommend that the mayor and his team pay a visit to our neighbour Kabarole and see how organised Fort Portal Municipality is. I also pray that the Third Prime Minister, Henry Kajura spends more time in his constituency and district.
