Who told Mengo that the other regions want federo?

My belief is that they want to remain the only viable tribe while the rest of Ugandans remain dissolved into provincial entities. But what if each of Uganda’s tribes demanded federo and got it? The result would be an economic disaster. Each tribe with a “king”, a prime minister, about 15 ministers, permanent secretaries each entitled to a car, a house, huge salary and allowances, etc. Half the annual GDP would be spent on the numerous federal bureaucracies, and hardly anything for the rural poor.
