Please Educate Prof. Bukenya

Sir— Your article “I didn’t hijack Federo march” on February 2, 2003 badly distorted my views on Federo. I beg to put things right. I did not say at any point that the Kabaka shall elect the Katikkiro and the Lukiiko as you put it.
It is not true that any one has hijacked Federo as Prof. Bukenya would like us to believe. Federalism has been an issue since the Uganda Lancaster House Constitutional Conference of 1962 in London.
Prof. G. Bukenya should know that Federo is no longer a secret. It does not cease to be an issue when it is advocated by people other than Prof. G. Bukenya. If Federo is good, all forms of campaigners should be able to advance it. Federalism is the right to be free and is a symbol of unity in diversity.
I was touched to learn that Prof. G. Bukenya was upset by jubilation the Buganda showed in their peaceful demonstration for Federo on January 28, 2003 in Kampala. What was wrong with that and why were the likes of Bukenya hurt?
What Buganda wants is a federal system of government and not a political system leading to the same. That means the system Buganda wants can reign in any political situation, including the Movement.
Federalism is a science with clear power-sharing objectives between the centre and the regions and need not be secretly explained, as Bukenya states.
Bukenya needs to be educated about Federo. The Federal model Uganda needs is not mornachical. It is the hybrid model cherished by both kingdom states and non-kingdom states, as is the case in Malaysia.
