THE HIGH Court has ordered government to pay 10 million shillings each to 21 individuals illegally detained by the UPDF in Gulu last year.
The constitution clearly spells out how long someone can be held without charge. If these rules are broken, then government must expect to be sued for unlawful detention, irrespective of whether the detainee was guilty or innocent.
The security services must strictly follow the letter of the law when arresting treason suspects from now on. Otherwise this precedent will make it very expensive for government.
