CAOs Blasted Over Seminars

The Under Secretary in the Ministry of Local Government, Mrs. Dorcas Okalany, has criticsed chief administrative officers (CAOs) from the eastern and northern regions for dodging workshops on human resource development (HRD), reports <b>Nathan Etengu.</b><br>

The Under Secretary in the Ministry of Local Government, Mrs. Dorcas Okalany, has criticsed chief administrative officers (CAOs) from the eastern and northern regions for dodging workshops on human resource development (HRD), reports Nathan Etengu.
She said it was wrong for the CAOs to dodge the workshops that were pertinent to management of personnel and other components of the decentralisation programme.
She was on Tuesday speaking at a one-day HRD workshop for ten districts from the eastern region.
The CAOs of Kotido, Moroto, Nakapiripirit, Kapchorwa, Sironko, Mbale and Tororo did not attend.
Okalany, who is also the component manager of the HRD training, said the training was organised to equip the human resource managers with all the necessary tools for realising results.
She said it would no longer require departmental heads to have their own parallel training programmes for their personnel and other section managers.
She said HRD was being strengthened to prepare the districts and lower councils for the second phase of the Local Government Development Programme to be launched in July this year.
The trainers included the head of division training at the decentralisation secretariat, Kizza Amooti, principal information scientist, Constantino Bitwayiki and the ministry’s acting principal personnel officer, Patrick Okello. Ends
