LOCAL government minister Jaberi Bidandi Ssali has joined district leaders in opposing proposals that key technical personnel in local governments be appointed from the centre.
“It will be retrogressive, a big step towards decentralisation. Government and Parliament cannot accept it,” Bidandi said at the national consultative forum on Friday.
K2-Consults who carried out the 2003 national integrity survey recommended that the 1997 Local Government Act be amended to allow the centre to appoint chief administrative officers (CAOs), members of the district service commission (DSC) and the district tender board (DTB).
The consultants said the appointment of the officials by the district councils compromised their positions and fuelled corruption. DTB were ranked second most corrupt after the Police.
President Yoweri Museveni has also said at several fora that the centre should have more control over the CAOs, particularly where funds are diverted or misappropriated.
Bidandi said the solution to corruption in the districts was improving monitoring at the centre rather than usurping district powers.
