SIR — Just a rejoinder to Jane Musinguzi's letter reminding the Minister for pensions about furnishing each pensioner with a certificate of government indebtedness. So much has already been written about the non-performance of that ministry in regard to the senior citizens' retirement benefits. When Prof. Nsibambi, now Prime Minister, was the minister of Public Service, a lot happened to shape up the way things should be done, including paying salaries on time, punctuality, etc. He was actually the best person (and still is), to shake up the public service ministry. It is indeed painful to see people who have served this country loyally for their entire working life in the public service treated so indecently in their twilight years,
when actually they should be enjoying the fruits of their toil. There is need to shake up the bureaucracy in that ministry, and weed out those who are sabotaging the system.
