Tourism, trade and industry minister, Prof. Edward Rugumayo, has hailed Celtel Uganda for offering an alternative billing system in seconds rather than minutes, reports Emmanuel Mulondo.

‘Rate Champion’ ensures that the customer is billed for only that time one spends talking unlike the minute based system.

Rugumayo was on Friday officially opening Celtel’s main Fort Portal outlet. He commended the firm’s acceptance of helping to make telecommunication services more accessible and affordable.

There are presently three mobile networks operating in Uganda. Rugumayo said competition should stimulate the companies to improve services and appealed to people to exploit the new technology for development.
