BUGANDA deputy Katikkiro Godfrey Kaaya Kavuma has petitioned the Mengo government to ban the bivvulu (commercial musical festivals) in the Lubiri because they desecrate the palace and promote immorality.

In a letter to Kabaka Ronald Muwenda Mutebi dated October 28, Kavuma said there was a public outcry that the festivals were sacrilegious to the palace and the kingdom.

“People who go for these festivals drink excessively, commit atrocities and the following day condoms are spread all over. Some indulge in drug abuse and rape women,” the letter read in part.

He said the galas were also a risk to the Kabaka’s schools in the vicinity.

“This has put parents on the edge. They fear that their children might be raped or influenced by the immorality,” the letter said.

This follows a public outcry against the negative influence of the events on the pupils and students of the surrounding schools.

Lubiri High School and Lubiri Nabagereka Primary School owned by Buganda kingdom are located in the vicinity.

The people complain the events are often accompanied by sin, vice and immorality which is often splashed in the media.

During a briefing of candidates last month, the headteacher of Lubiri High School, Mrs Juliet Musoke Ssemanda, last month told Buganda education minister Kezimbira Miyingo that the bivvulu put the school on tension.

She said the school locks students indoors whenever the events were held lest the revellers ‘polluted’ the students.

Ssemanda said parents threatened to take away their children from the school if nothing was done about it.

The school board chairman, Alex Kibuuka, said the school could not construct a fence because it is against Buganda culture.

“We’re told our tradition doesn’t allow anyone to erect a fence within a palace,” he said.
