WHO is more responsible for the fire that razed St. Balikuddembe market on Wednesday morning? Is it Kampala City Council (KCC) or the Police?
WHO is more responsible for the fire that razed St. Balikuddembe market on Wednesday morning? Is it Kampala City Council (KCC) or the Police?
KCC takes part of the blame because it did not endeavour to reduce the congestion in the market.
The Police, on the other hand, does not have enough fire trucks to handle such disasters efficiently. The Government should intervene and stop death caused by fire.
