THE Democratic Party (DP) has criticised President Museveni over his proposal for ‘ring-fencing’ (reserving) the elective posts in Bunyoro to the indigenous people, saying it undermines the spirit of patriotism.

According to media reports, the President proposed that, as part of a solution to settle the tension between the Banyoro and immigrant Bakiga in Bunyoro, all elective district and sub-county leadership positions “be ring- fenced to the indigenous people.” He also proposed ring-fencing the positions of MP, except for the special constituencies created around Lutete and Kisita resettlement schemes.

The President reportedly made the proposals in a recent letter to top government officials and members of the Cabinet sub-committee on Bunyoro.

DP president Ssebaana Kizito yesterday said the proposals water down Museveni’s patriotism campaign because they are divisive and against nationalism.

Addressing the party’s weekly press briefing in Kampala, Ssebaana said: “We are trying to build one nation which has 64 tribes and President Museveni has been at the forefront in preaching patriotism. But it is unfortunate that with the letter he wrote, he is preaching tribalism. As DP, we condemn such statements, more so from the President of Uganda.”

He added that the proposals could stir tribal sentiments across the country.

Secretary general Mathias Nsubuga warned that the President was undermining his legacy because the proposal was not mere hearsay, but was written and signed by him.
