St. Luke Guest House in Gulu town collapsed on Friday, killing two children and injuring one.
The children were playing in a corridor between the house and a building under construction.
They were all children of Margaret Amono, a nurse and they lived with their uncle, Emmanuel Okech, a storekeeper.
Bruno Omiat, five, died instantly, while Baker Akiteng, 12, died on the way to hospital.
Penina Akol, is admitted at Gulu Hospital with a broken limb.
The district Police commander, Yasin Ndimwibo, said the guesthouse, which was built in the 1930s, was condemned three years ago but it was never demolished.
Residents urged the town council to demolish all condemned buildings in the town.
Okech said the building belonged to Evelyn Laker Oyat, an employee of the National Water and Sewerage Cooperation in Kampala.
He vowed to take legal action to avenge the death of the children.
Gulu mayor Christopher Acire warned people against occupying condemned buildings and blamed the municipal council for failing to demolish them.
He said some council members received bribes not to demolish the condemned houses.
