THE parliamentary local government accounts committee has asked officials in the Luweero district water department to refund sh28m which they fraudulently claimed as safari allowances for the inspection of water sources.

The committee chaired by Abdul Katuntu met the officials over the financial anomalies and was astonished to learn from the Auditor General’s report that some claimed more safari day allowances than the number of days in a year.

In one incident, one field officer claimed overlapping safari day allowances for 452 days, yet a year has a maximum of 366 days.

Katuntu’s committee which was grilling the district officials over the expenditure of 2005/6 poverty action funds, also got shocked by the fact that those who claimed allowances for the inspection, included sweepers.

The Auditor General’s report which focused on the use of Poverty Alleviation Funds funds during the 2005/6, implicated a former district water officer Umar Katongole and the assistant water engineer, Joseph Kanyike.

Also implicated are a driver, Emmanuel Kakooza and a non-existing turn-boy called Hassan.

The committee members, who asked the implicated officers to refund the money within 14 days, blamed the fraud on the imprudence of a former chief administrative officer, Danson Iga and the chief finance officer, Godfrey Segawa.
