Prosecute KCC gurus for corruption

EDITOR—Our ancestors said that if you live long enough, you can see a rat eat a cat! Several years ago, when I was working for Kampala City Council, there was a Kampala Town Planner called Barugahare. He who was accused of abuse of office and charged in court. His crime was allowing the lease of a plot at Mbuya under which were public utility pipes.

He was convicted and imprisoned. His prosecution or persecution was instigated by certain heavyweights in KCC. I have never again heard of the poor man in public life and I believe he lost his job after his conviction for abuse of office. However, I understand that the very site for which he was prosecuted was subsequently allocated by the big guns in KCC and is currently ‘totally’ built-on!

There is a hostel on the site which can clearly be seen as one goes uphill towards Mbuya from Nakawa. The very same KCC which prosecuted Barugahare eventually found no problem leasing the plot to a hostel developer!

It is of course the same KCC which also approved the building plans! Barugahare was ruined as somebody took his job. Now, anybody in public service who can sit at KCC must know the Water Act and that it is an offence to build over water utilities.

If this is not selective dispensing of justice by KCC, whoever allocated the plot over the sewer pipes to Mukisa Mpewo should be immediately prosecuted.

If not, the Government and KCC should apologise to and compensate Barugahare for his incarceration and loss of livelihood. There simply cannot be two laws for the same crime! Is justice in this country only for some and not for everybody?

There is no justification. Some people should not get away with corruption and abuse of office while others are prosecuted and persecuted for a mistake.
