EDITOR—There has been persistent calls to government to return Buganda property confiscated during the showdown between the Buganda government in 1966 and the central government of the time.

The Buganda government was a constituent government of Uganda, having lost its sovereignty through the Buganda agreement of 1900 and the subsequent treaties that led to the establishment of Uganda.

What political players have not been telling the people candidly, is the fact that the Buganda kingdom re-established under the restitution of properties to the Buganda monarchy in 1993 constitution amendment, is quite different from the one that existed prior to the abrogation of the 1962 independence constitution of Uganda.

Before the abrogation, Buganda had structures of administration which had infrastructures akin to present-day sub-counties.

Structures like sub-county headquarters were meant for civic administration and not just traditional set-ups. it would be unconstitutional for Buganda to claim them without the attendant constitutional changes.
